Increasing momentum in German office markets due to major letting deals

Take-up in the top six German office markets totalled approximately 2.4 million sq m over the last four quarters

According to Savills research, take-up in the top six German office markets* totalled approximately 2.4 million sq m over the last four quarters. This represents an increase of 6% compared with the previous 12 months (Q2 2023 – Q1 2024).

Office deals in Q1 2025 totalled 674,900 sq m, which was 13% higher than in the corresponding quarter last year. There were seven deals above 10,000 sq m in the first quarter which significantly supported take-up figures.

Jan-Niklas Rotberg, Managing Director and Head of Office Agency, Savills Germany, says: “The top six office leasing markets have made a positive start to the year. Companies have been more willing to make decisions and to consider relocating. While there is no discernible consistent pattern, momentum is gathering. In addition to the deals completed, we are seeing a significant increase in enquiries and search instructions. Discussions have been more optimistic and large companies have also increasingly been approaching us with specific search enquiries.”

Vacancy rates continued to rise, reaching an average of 7.1% across the top six cities at the end of the first quarter of 2025, according to Savills. This reflects an increase of 60 basis points compared with the previous quarter and a rise of 150 basis points year-on-year.

Average prime rents across the top six cities rose by 1.2% compared with the previous quarter. The median rent also increased by 2.5% compared with the previous quarter and now stands at €20.60 per sq m.

Rotberg says: “We are continuing to see a trend in favour of high-quality space and central locations. This does not mean that companies always relocate to the best locations or prime properties. Rather, many occupiers are seeking to improve on their current space by moving to a higher quality building without necessarily having to relocate to a first-class location or the best building.”
